PM Surya Ghar Complaint: How to Raise a Grievance, and Where Each Problem Goes
How to raise a PM Surya Ghar complaint on the portal or helpline 15555, the 30-day resolution rule, and which problems go to the vendor, the DISCOM or a consumer forum.

When something goes wrong with a PM Surya Ghar installation, the instinct is to call the helpline and hope. Sometimes that works. Often the complaint is aimed at the wrong body, sits for a month, and comes back redirected.
The scheme involves four parties: you, your vendor, your DISCOM and the national implementing agency. Each is responsible for a different part of the process, and a complaint gets resolved fastest when it reaches the one that can actually fix it.
This guide covers the official grievance route, then matches the common problems to the body that owns them.
Key takeaways
- The national helpline is 15555. You can also raise a grievance on the National Portal or the PM Surya Ghar app.
- Every grievance gets a tracking ID, and the scheme guidelines commit to resolving grievances within 30 days.
- Vendor problems are yours to settle with the vendor. MNRE and the DISCOM are not parties to disputes between you and your vendor.
- DISCOM problems, such as inspection, net meter or billing, go to the DISCOM first, then its grievance forum.
- Subsidy delays after approval are a portal matter: the guidelines say the subsidy is processed within 15 days of DISCOM approval.
- Keep everything in writing, with your application number on every message.
The official PM Surya Ghar grievance route
The scheme guidelines set out one grievance system for consumers and vendors:
- Grievances can be raised through the National Portal, the PM Surya Ghar app, or the National Call Centre.
- Each grievance gets a unique tracking ID, so you can follow its status online.
- Updates are sent by SMS and email.
- Grievances are channelled to the state or national implementing agency and are to be resolved within 30 days.
The national helpline number is 15555, as published by the scheme's official channels.
How to raise a complaint on the portal
Log in to the consumer section of pmsuryaghar.gov.in with your registered mobile number.
Open the grievance or query section from your dashboard.
Choose the category that fits the problem: application, vendor, inspection, subsidy or other.
Describe it clearly, with dates, and attach evidence: photographs, invoices, screenshots of the application stage.
Submit, and note the tracking ID.
Write the complaint as if the person reading it knows nothing about your case. State your application number, your DISCOM, your vendor's registered name, what happened, and what you want done.
Who handles which problem
This is where most complaints go wrong. Route each problem to the body that owns it.
- Vendor not installing, delaying, or not responding - Goes to first: The vendor, in writing, Then: Portal grievance, then consumer commission
- Poor workmanship, roof leak, damaged structure - Goes to first: The vendor, under the 5-year maintenance terms, Then: Portal grievance, then consumer commission
- Panels not as quoted, non-DCR panels fitted - Goes to first: The vendor, Then: Portal grievance; this also risks the subsidy
- Inspection not scheduled or delayed - Goes to first: Your DISCOM, Then: Portal grievance
- Net meter not installed or faulty - Goes to first: Your DISCOM, Then: DISCOM grievance forum
- Billing wrong after solar - Goes to first: Your DISCOM, Then: DISCOM grievance forum, then electricity ombudsman
- Application stuck on the portal - Goes to first: Portal grievance or 15555, Then: Escalation through the state implementing agency
- Subsidy not credited after approval - Goes to first: Portal grievance or 15555, Then: See our guide below
- Loan disbursal or rejection - Goes to first: The bank, Then: The bank's grievance channel
Complaints about your vendor
The scheme guidelines are explicit that disputes between you and your vendor are yours to settle, mutually or as per law, and that MNRE and the DISCOM will not be parties. The model vendor agreement repeats this.
That does not leave you without leverage:
- Registered vendors can be penalised or de-registered if their systems are not to standard or break the guidelines. A portal grievance puts that on record.
- The 5-year comprehensive maintenance obligation is part of registration. Failing to repair a fault in that period is a breach of both the agreement and the scheme terms.
- Consumer protection law applies. For a vendor dispute, the consumer commission is the legal route.
Your best protection is at the start: a milestone payment schedule written into the agreement. Our guide to the PM Surya Ghar agreement explains what to add.
Complaints about your DISCOM in Tamil Nadu
In Tamil Nadu, the distribution utility is the Tamil Nadu Power Distribution Corporation, formerly TANGEDCO. For inspection delays, net meter problems and billing:
- Start with your section office and the utility's Minnagam consumer service centre, on 94987 94987.
- If that does not resolve it, the utility's Consumer Grievance Redressal Forum handles formal complaints.
- Beyond that, the Electricity Ombudsman hears appeals.
For the net metering process itself, see our TANGEDCO net metering application guide. If your bill has not fallen as expected, read why your electricity bill is not zero after solar before complaining, because fixed charges remain by design.
Subsidy not credited
If the DISCOM has approved your system and redeemed e-token but the subsidy has not arrived, the guidelines say it should be processed within 15 days of approval. Beyond that, raise a portal grievance with your application number and the approval date, or call 15555.
Most delays have a cause you can fix: a name mismatch with the bank account, a document the DISCOM sent back, or non-DCR panels. Our full guide to why the PM Surya Ghar subsidy is not received covers each one.
How to write a complaint that gets resolved
- Lead with the application number, then your DISCOM and vendor.
- One problem per complaint. A complaint covering three issues gets routed to one body and the rest are lost.
- Dates and evidence: when you applied, when installation happened, when inspection was requested, with photographs and screenshots.
- The outcome you want: inspection scheduled, subsidy released, component replaced.
- Keep the tracking ID and follow up after 30 days if nothing has moved.
Frequently asked questions

How long does a PM Surya Ghar complaint take to resolve?

How do I track my PM Surya Ghar complaint?
Each grievance gets a unique tracking ID. Use it on the portal to follow the status.
Will MNRE resolve a dispute with my vendor?
No. The guidelines say MNRE and the DISCOM are not parties to disputes between consumer and vendor. Raise a portal grievance to put it on record, and use the consumer commission if needed.
Where do I complain about a delayed inspection in Tamil Nadu?
Start with your section office and the Minnagam consumer service centre on 94987 94987, then raise a portal grievance if it stays stuck.
My vendor fitted panels different from the quote. What should I do?
Complain to the vendor in writing immediately and raise a portal grievance. If the panels are not DCR, the whole subsidy is at risk, so this needs resolving before inspection.
Can I complain about my bank loan through PM Surya Ghar?
Loan disbursal and rejection are the bank's responsibility. Use the bank's grievance channel first.
