Six days without power: design for the next flood

During Cyclone Michaung, residents of streets 9 and 10 in the colony waded through neck-deep water for supplies, ground-floor homes were inundated, and the area went six days without electricity. Residents blame the nearby Thazhambur lake and poor drainage. On 16 November 2015, ground-floor homes had four feet of water inside by mid-morning. For any block system here, the inverter and AC distribution board belong on the terrace or in the stair-head room, never in a ground-floor common room or meter cabin. A grid-tied system also shuts down when the grid fails, so it will not keep lights on during an outage unless a battery is added.

Cables and earthing in water that stands for days

Floodwater here does not drain in hours. Residents describe sewer lines overflowing and mixing with floodwater, which is far more corrosive than rain. Route DC and AC cables down the outside of the building in sealed conduit instead of through ground-level trenches, keep every junction box above the 2015 water mark, and use a copper-bonded earth electrode with a raised, inspectable pit cover. After a flood, have the insulation tested before the system is switched back on. Ask for cable glands rated to the enclosure's IP rating, because an IP65 box with an unsealed cable entry is not IP65.

Who decides for the tenement blocks

The resettlement tenements were built and are run by the Tamil Nadu Urban Habitat Development Board, formerly the Slum Clearance Board. Residents cannot add panels to a shared terrace on their own, and a collective system on the common services needs the Board's consent alongside residents. The common-area subsidy is ₹18,000 per kW, and the savings reduce shared pumping and lighting costs for every family. Daytime common loads, mainly the water pumps, are where most of the output will be used, so the system should be sized against pump hours rather than terrace area.

Sizing an independent house nearby

For a house with its own terrace and connection, the smallest system we install is 3 kW. Using the Chennai district yield of 1,600 units per kW a year, it makes about 4,800 units a year, roughly 800 per two-month billing cycle. It costs about ₹2,10,000 before subsidy and about ₹1,10,000 after the central ₹78,000 and the ₹22,000 Tamil Nadu top-up. A 4 kW system makes about 6,400 units a year, and anything above 4 kW needs three-phase supply. Homes pay no fixed charge, so the remaining bill is mostly the network charge of about ₹0.32 a unit.
